Can I skip the Coast Guard exam with a course?

Coast Guard-approved courses let you take the final exam at the school or online instead of at a Regional Exam Center: Mariners Learning System, Sea School and Maritime Professional Training all say so on their sites. Wheelhouse is a practice bank for candidates testing at a Regional Exam Center.

What is the cheapest way to prepare for the USCG exam?
